In the aftermath of the overall failure of the Vilnius NATO summit, there have been two days of attacks on Crimea — just as leading British think tanks had insisted would be the key to victory. In reality, it is little more than a desperate sign that NATO remains committed to the strategy of fighting to the “last Ukrainian” in a proxy war to weaken Russia. But a vote in the U.S. House against providing cluster munitions may be a sign of things to come: the emergence of a broader anti-war coalition, with implications for the 2024 presidential election in the U.S.
